This is to certify that Vernon Blackstone having attended the Pritchett 
Normal Institute during the past session; having completed the first 
year's work prescribed by the institute; having sustained a good moral
character; and having demonstrated ability to organize, govern, and 
teach a Public Free School granted by the  President of this institution, 
on the recommendation of the Faculty, this Certificate of Efficiency 
which is given him as a recommendation of his ability and qualifications.
