Sir:

I have the honor to return herewith the papers in claimant Case No. 648050 of Andrew P. Flanagin, late
Private Co. G 1st Alabama Vol. Cavalry P.O. Box Fredonia, Texas. The claim is being specially examined
to determine origin and continuance of disease of eye and ? me with all points practically proven except
continuance from 1870 to 1878 while he lived in the vicinity of Orizaba, Tippah Co., Mississippi. Upon
going to that vicinity, I made inquiries about claimant and old citizens and those named by claimant. Upon
conversing with John H. Jernigan and Henry Ratliff, two most substantial old men, their opinion was so
adverse to the claim that I felt it my duty to take their depositories. Further inquiry at that time seemed to
throw strong doubts upon the merit of the claim. Mr. William Foote was credited as "the biggest liar in the
whole country" and claimant had a fight just prior to his leaving Mississippi in which his face and eyes
suffered injury. Most of the parties named by claimant had died or moved to Texas, and Mr. Harp Stewart
and Henry Smith were both away from home when I called. Mrs. Smith, though, remembering the man,
claimant, well, did not remember any trouble with his eyes-and Mrs. Stewart could not remember pro or
con. I susbsequently corresponded with Mr. Smith and Mr. Stewart, and both answered favorably to the
claim. And Mr. Foote also wrote a letter reciting additional knowledge of the case-I find that they are
perfectly reliable men and knew whereof they spoke, and their testimony together with that of William H.
Smith leaves no doubt as to claimant's having a chronic affliction of eyes while he lived in Mississippi.
Mr. Foote, while being a great "romancer" and storyteller-and somewhat given to "guessing" I think can
be relied upon as to his testimony under oath. The case as it now stands to have been well proven and
complete, and I recommend admission.

On this 17 day of Jun, 1897, at Blue Mountain, County of Tippah, State of Mississippi, before me, W. W.
Ragsdale, a Special Examiner of the Pension Office, personally appeared John H. Jernigan, who, being by
me first duly sworn to answer truly all interrogatories propounded to him during this Special Examination
of aforesaid pension claim, deposes and says:

My age is 83. Occupation farmer P.O. Box Blue Mountain, Mississippi. I knew this claimant, Pink
Flanagin. From the time he and his father and a lot of them came here from Alabama till he left-can't
give the years-but if he says it was 1870 to 1878, I think that is about correct. His sister, Elizabeth Gould,
lived on my place for seven years, and he worked for me one year. I saw him when he first came and all
the time he was about here. My books show that he worked for me in 77 and 78.

Q: Did he have any ailment of any kind?
A: None that I know of. He appeared to be a stout, able-bodied man.

Q: Any trouble with his eyes?
A: None that I ever noticed-and if he had had sore eyes or any trouble with his eyes, I think-yes, I am
sure I would have noticed it or known something of it.

Ragsdale, a Special Examiner of the Pension Office, personally appeared Henry Ratliff, who, being by me
first duly sworn to answer truly all interrogatories propounded to him during this Special Examination of
aforesaid pension claim, deposes and says:

My age is 75. Occupation farmer-P.O. Cotton Plant, Mississippi. I remember this claimant, Pink
Flanagin, from the time he came here from Alabama till he went to Texas-some 7 or 8 years-lived in a
mile of me, and our land joined-saw him often-he had no trouble of any kind with his eyes while he
lived around here so far as I ever noticed or heard of, and if he had had any such ailment, I think I would
have known it or noticed it.

Ragsdale, a Special Examiner of the Pension Office, personally appeared William T. Ratliff, who, being
by me first duly sworn to answer truly all interrogatories propounded to him during this Special
Examination of aforesaid pension claim, deposes and says:

My age is 51. Occupation farmer-P.O. Guyton, Mississippi. I remember this claimant well from the time
he came here till he left, some 6 or 7 years-I was then a merchant in Orizaba-and sold him goods, saw
him often. Don't remember any particular ailment he had if any. Did not seem to be a stout man.

Q: Any trouble with his eyes?
A: No, sir. Nothing permanent that I now remember-since I come to think of it, it seems to me he had
some stys or some small sores on his eyes occasionally-but nothing of a chronic nature.

Ragsdale, a Special Examiner of the Pension Office, personally appeared Mary E. Smith, who, being by
me first duly sworn to answer truly all interrogatories propounded to him during this Special Examination
of aforesaid pension claim, deposes and says:

My age is 58. P.O. Cotton Plant, Mississippi. I am the wife of Henry Smith-he is away from home
today-I remeber this claimant very well, and for two years, 73 and 74, he lived on our place and lived
about 200 yards of us. I saw him daily during those years and then very often till he left here somewhere
about 76 to the best of my recollection-and I bid them all goodbye when he left for Texas. He went up to
his father-in-law's and stayed about a month there before he went to Texas. His health was good while I
knew him. Eyes? There was nothing wrong with his eyes-nothing that I ever noticed or heard of.

Ragsdale, a Special Examiner of the Pension Office, personally appeared Julius L. Smith, who, being by
me first duly sworn to answer truly all interrogatories propounded to him during this Special Examination
of aforesaid pension claim, deposes and says:

My age is 30. Occupation Farmer P.O. Cotton Plant, Mississippi. I remember this claimant well while he
lived on our place-and I remember that he always had a red ring around his eyes, and they were
inflamed-it was not very severe, and he was not blind-and this did not affect his sight-his eyes were
just red and inflamed about the edges. I know his eyes were in terrible shape when he left here for Texas. I
saw him just before he left-but this latter condition was due to a fight he had with Fayette Rogan at Ripley
about three weeks before he left. His face was all black and blue, and his eyes beat up in terrible shape.
Rogan, they say, took a scale weight and just beat his face all up. No, he did not have his eyes knocked
out-just beat up and swelled up, and he was in that fix when he left. The fight was about money
matters-settling up then to leave for Texas.

Ragsdale, a Special Examiner of the Pension Office, personally appeared William H. Foote, who, being by
me first duly sworn to answer truly all interrogatories propounded to him during this Special Examination
of aforesaid pension claim, deposes and says:

My age is 56. Occupation Farmer P.O. Orizaba, Mississippi. I remember this claimant, Pink Flanagin,
while he lived about here. He worked on my place four years and worked at my gin for a while. His health
was pretty good so far as I remember. Eyes? Yes, he had something the matter with eyes, but it
has been so long, I can't remember now much about it. Don't remember that it was any chronic trouble-
just had sore eyes occasionally like you and I might have-if he ever had anything worse than this, I don't
remember it. If he is entitled to a pension, I would like to see him get it. I would rather go a little wrong in
his favor than go against him. Don't see how he could have been in the U.S. Army-he was too young it
seems to me. I can't give you the years he worked on my place, but he was about here for some seven or
eight years-back twenty or more years ago.

Ragsdale, a Special Examiner of the Bureau of Pensions, personally appeared J. Harp Stewart, who, being
by me first duly sworn to answer truly all interrogatories propounded to him during this Special
Examination of aforesaid claim for pension, deposes and says:

That his age is 65 years: Post office address Orizaba, Mississippi: Occupation farmer. I remember this
claimant, Pink Flanagin. We called him from the time he came here till he went away-which was
somewhere about from 1871 to 1876. He worked for me some during these years, and I saw more or less
of him every year. I don't remember any particular complaint he had-but after getting your letter and
studying the matter over, I do remember he had some trouble with eyes. His eyes appeared to be watery
and mattery and he carried a handkerchief all the time kind of tied on his shoulder or about his neck and
was constantly wiping his eyes (Deponent imitates its motion in wiping his eyes). But I never heard him
complain of his eyes at all-to the best of my recollection, his eyes were watery, and he was constantly
wiping them as above described more or less during each year he was in this neighborhood.

I have heard this read and it is correct to the best of my knowledge and belief.

Flanagin while he lived in this vicinity. He was about here some four or five years-from about 70 or 71 to
75 or 76-and for two years, 73 and 74, he lived on my place. As I remember him, he was always trouble
with some kind of sore eyes-they always looked red and inflamed and watery and were that way when he
left here for Texas.

That his age is 34 years: Post office address Cotton Plant, Mississippi: Occupation farmer. I am a son of
Henry J. Smith, whose deposition you have just taken. I well remember Pink Flanagin while he lived in
this neighborhood and know that he had sore eyes all the time while here. They were red and inflamed and
watery. I remember him many a time wiping his eyes up with a handkerchief which he had tied around his
neck or pinned to his coat or shirt. His eyes were especially bad in hot weather or when engaged at work
that was dusty-like fodder pulling and like. I have been squirrel hunting with and he was constantly
cleaning his eyes out. He could shoot pretty well when he got his eyes clear.
