Texas creating Fannin County, with the east boundary line the same as the present one, and with the uncertain area of the parent county of Red River. Four days later, December 18, 1837, the boundaries of Red River County were defined to extend east and west to the uncertain boundary line separating northeast Texas and Southwest Arkansas.

The Red River County that was legally created consisted of the present counties of Lamar, Red River, Bowie, a portion of the county to the south. The act providing for the organization of Red River County was stipulated to be held at Lagrong, which was about four miles northeast of Clarksville and for the appointment of five commissioners to locate the temporary seat of justice of said county and for all the officers of said county in convention with the laws in such case made and provided.

The year previous to the act by the first Congress of the Republic of Texas, defining the boundary of the proposed County of Red River as separate from that of Arkansas and the United States, a land office was provided for and established within the territory. Accordingly, in March, 1838, pioneer Henry Stout appeared before the commissioners of the land office and proved, according to law, that he had arrived here in 1823 (as a matter of fact he was found camped here in 1818) and that he was entitled to one league and labor of land.*
